Master in Public Administration: Public Policy and Administration

Mastersprogram in Public Administration - Bilingual (English-Polish) Part-Time Program for Civil Servants

PPA - the Mastersprogram in Public Administration targets high-potential, early and mid-career public servants who want to speak the language of modern administrator in the countries of Europe.

The four modules are taught as a weekend program, with an international teaching staff, and modern case-oriented, project-structured teaching methods. The MPA is predominantly taught in English. Polish will also be used as a working language for the relevant courses.

Collegium Civitas co-operates with teachers from Erasmus University Rotterdam. The Public Administration Program of Erasmus University Rotterdam has a prominent international standing, and includes a number of individual academics with strong international reputations in the fields of public management and public policy. It has been favourably evaluated by both European and American external accreditation teams.

The MPA as presented here will be put forward for international quality assessment (EAPAA- European Association for Public Administration Accreditation) in two years.

The admission procedure starts on 5 January 2010.

The number of students will be limited to a maximum of 30, minimum there have to be 25 students.

 

Mission of the PPA
 
To educate professional civil servants and others active in the public and not-for-profit sector who can operate on an academic level in complex and often uncertain networks, on the basis of clear strategies and with the assistance of well-articulated policy instruments, fluent in the language of the modern European public manager.


The alumni of this Mastersrogram will be able to:

  • provide professionalism on an academic level, practice oriented, critical, analytical, creative and responsible, in particular in the fields of policy, policy execution and their interface,
  • design, execute and interpret qualitative and quantitative research projects, in particular in the area of policy studies, and strategic management, that are directed at description, analysis, evaluation, and re-design of (networks of) organisations that contribute to the provision of public goods,
  • perform functions in the public sector, the semi-public sector of agencies and privatised public organisations, NGO’s, and the private sector that is engaged in private-public-partnerships,
  • operate on the interface between local, national and international processes and structures, with a clear view of the social inequalities and the pluralism behind the multi-dimensional relationships of politics, bureaucracy and the citizens,
  • understand and put into practice the importance of legitimate and accountable public service, and the ethics thereof,
  • understand and utilise the specific contributions of economic science, administrative law, social science and political science to the theory and practice of public administration,
  • begin a doctorate study in public administration.
